I’ve duplicated this on a few VMs. Is there anywhere else a person could check for error logs, or some documentation of how to fix this?
Activation does requite a good Internet connection. Have you checked to be sure you can reach the MS activation servers from the VM? I have this before and found that my date and time setting were way off after I fixed that up it activated fine, did you check this by any chance?
As you know, Windows Server is a specialized operating system which is designed for server only. Although the KMS license is valid for days only but there is no limit on the number of activation. So you can renew it whenever you want. In this way, just do it one time and forget it completely. As you can see in the image above, I am using Windows Server Standard and it is not activated.

As others have said, the installation media is always the same, and it’s not tied to any specific licensing mode; you can use either KMS or MAK, regardless of where you downloaded the ISO from; you can also convert your system to a KMS client anytime, by entering the default key for a KMS client.
The ISO you downloaded could have changed for a number of reasons; the most likely one is, the VL portal periodically refreshes the available OS images to include the most recent product updates.
Grant Grant Thanks for the reply, I have the GUI installed already and I’m not able to activate it from there either. I made certain that we installed the standard version and also I’m using the MAK key.
I’ve entered it in many times and I’m certain that I’m keying it in correctly
