I also booted from a USB drive into Ubuntu Linux and the speed was how it was supposed to be, so the hardware is definitely not an issue. I have looked at all I can imagine. Dreading the prospect of having to do a clean install.

Any other ideas will be greatly appreciated. PC is connected via a switch, but have tried connecting it directly to the router and still no difference. Also, my Plex server is connected to the same switch and it does not have any issues and like I mentioned before, if I boot to a USB drive with Ubuntu, I get the download speeds I am supposed to get. Deactivated the EEE setting on the network adapter and the “allow computer to turn off the device to save energy” option with no results.
