I even deactivated the on board network adapter just in case. It is necessary to be connected to the internet to execute the DISM commands. Had already done that but did it again anyway. I also booted from a USB drive into Ubuntu Linux and the speed was how it was supposed to be, so the hardware is definitely not an issue.

I have looked at all I can imagine. Dreading the prospect of having to do a clean install. Any other ideas will be greatly appreciated.

PC is connected via a switch, but have tried connecting it directly to the router and still no difference.
