It is perfectly possible to do a full install of Win10 21H2, use a local account, and use the Microsoft store to download Netflix, without ever signing in to a Microsoft account. You can see the full video of me doing that in a Virtualbox VM here. The link below is just to the last. Even after installing all the latest OS updates through Windows updates inside of that VM, including all optional updates, the MS store still functions perfectly fine without a Microsoft account.

All I’m asking is for the procedure to do the same thing, on the same release of Windows, Win10 21H2, without having to do a full install of Windows from scratch as I did in this video.
